Ghalib says that his most loveable friend would most probably come either in the garb of an assassin or a preacher and this is the reason why he has begun to avoid any quarrel with those persons.
Take of the ‘sher’ is, if you share your internal feelings with someone, he either becomes extremely hostile to you (because it might be against his interests) or he tries to teach you that you should desist from such a boisterous thought like loving.

Ghalib freely admits that he
has a crush on a lady for whom he wants to write a letter. He is so much
infatuated to her that he has no
botheration about the content of the missive.
In fact, the poet is saying
that if you are really loving something you don’t think about the nitty-gritty
of your action towards that and just want to associate with such thing in every
possible manner. Putting succinctly, true pleasure lies just in association and
not in a outwardly demeanor.
